Completion of a comprehensive Building Condition Survey that brought large, multidisciplinary teams and frontline technicians together to guide capital planning and pre‑referendum decisions

This Building Condition Survey (BCS) began with an in-person kick-off meeting that brought together Tetra Tech’s full project team and Cornwall’s maintenance staff. The well-attended and productive session provided detailed descriptions, observations and operational insights that the technical team documented.
The multidisciplinary Tetra Tech team assessed every building. Technical staff from architecture, site, civil, structural, mechanical, electrical, and plumbing disciplines conducted visual inspections using a comprehensive process, documenting deficiencies and collecting the information to evaluate remaining useful life, and actual conditions.
Field findings were converted into key outputs including written deficiency reports, cost estimates, and completed BCS questionnaires. The contextual information that was provided at the project kick-off meeting was included within the formal documentation. All of the information was added to a database for evaluation, comparison and benchmarks. A draft report was generated and the Tetra Tech team reviewed information with district leadership—business official, director of facilities, the facility committee, and the board—making targeted revisions to ensure the final submission reflected stakeholder priorities and on the ground realities before submission with SED.
The District wanted meaningful collaboration throughout the entire project process. Tetra Tech responded with a process that included District trade shop leaders and technicians throughout assessment and reporting stages, ensuring that all input was captured and prioritized.
The document developed through this collaboration provides clear, practical value for the District. Concise summary sheets distill priorities, estimated costs, and recommended next steps to support capital planning and pre-referendum decision-making. These focused materials were designed to help District leaders and stakeholders quickly identify needs, prioritize projects, and understand budget implications.
The completed BCS gives Cornwall Central a practical foundation for future programming and capital planning. By bringing together large, coordinated teams, using disciplined field methods, and streamlining reporting, the project produced actionable insights that combine technical findings with operational knowledge. This positions the District to move confidently into pre-referendum planning and future facility improvements.
