Four conventional technology rooms, a science room, and adjacent administration space were distinct and separate programs with limited visibility, and instruction restrictions. Computer-based design work was intermingled with dusty fabrication activities, the automotive program lacked the ceiling height needed for a true working lift, welding facilities were undersized and poorly ventilated, and the robotics program had no dedicated space to practice, demonstrate, and grow. The district needed a reiimagined environment that could support multiple disciplines at once, safely separate incompatible activities, and showcase STEM learning to the broader student body.</image:caption>

One of the district’s priorities was to expose more students to STEM activity, including those not yet enrolled in these programs. The previous arrangement hid the work behind storage and deep interior rooms, limiting awareness and engagement. In response, the design team opened the suite to the corridor and created clear visual connections into the design and manufacturing areas. Students walking by from science, athletics, arts, and other parts of the building can now see 3D printers, fabrication activity, and project work in progress, turning the STEM suite into a visible expression of the school’s academic identity. At the same time, interior glazing between classrooms and fabrication spaces gives teachers the visual access needed to supervise students without always requiring a physical presence in every room. Switchable glass was incorporated to provide flexibility, allowing transparency when visibility and connection are beneficial and opacity when students need to concentrate on design instruction without distraction. This balance of openness, control, and safety reflects a thoughtful, highly responsive design approach.</image:caption>

Durable material selections such as concrete floors and masonry walls were used where appropriate to withstand the demands of heavy-use fabrication environments, while cleaner advanced manufacturing areas were designed to support 3D printing, engraving, and other precision activities. To meet ventilation requirements without major rework, an energy recovery ventilator (ERV) was placed on the roof and connected into the library’s existing ducts. The initial plan would have required removing environmentally sensitive ceiling assemblies and vacating the security office to install structural supports — an outcome that would have increased costs and delayed work until after the school year began. In the field Tetra Tech delivered a design solution that elevated the units and extended their support structure so that the hardware sat entirely above the roof plane. That on‑the‑spot modification resolved environmental concerns, preserved the construction schedule, and avoided a time‑consuming redesign or relocation.</image:caption>

Johnstown provided an extensive list—upwards of 170 known issues—combining highly specific deficiencies with broader concerns about the educational adequacy of teaching and learning spaces.  This project would require a level of analysis and tracking beyond a standard BCS. The district requested a tool that could track where each known issue was being addressed across an existing Energy Performance Contract (EPC), multiple active Capital Improvement Projects (CIPs), planned future CIPs, and capital outlays. They also wanted items clearly tagged if they appeared on the original owner’s list or were specifically intended to enhance the learning environment. To meet these requirements, Tetra Tech customized its deliverables so district leaders could immediately see which projects would address which problems and when.</image:caption>

Working with the superintendent, staff, and a facilities committee, Tetra Tech mapped a step-by-step sequence of moves that made the work practical and manageable. First, they identified spaces that could be finished early so later moves could happen quickly and logically: pre-K classrooms moved into a reconfigured elementary library; the old library became a modern Home Careers suite; that Home Careers area was then converted to the District Administration Office; the former district office at the main entrance became the high school’s main office on the first floor; and the old high school office on the second floor was renovated into classrooms. Architects led the space planning and adjacency decisions while coordinating closely with engineers so mechanical, electrical, structural, and life-safety work could be sequenced without shutting down the whole school. The result was a phased, well-timed delivery that kept educational operations running throughout the multi-year project.</image:caption>

The project also encountered non-standard vehicle access gate requirements during construction: after the design was finalized, the District requested motorized security gates for faculty parking and for closing the bus loop. This addition required the team to evaluate long-term maintenance and integration into the District’s building management system so that gates could automatically open for buses and provide emergency access. The team worked with the District to select gate systems that balanced functionality, durability, and maintainability while integrating the controls to meet the District’s operational requirements.</image:caption>

To support that adaptability, the design team introduced a distinctive soffit above the stage. The soffit “cloud” floats below the ceiling in front of the stage. Individual “rays” fan out over the audience seating, drawing attention to the performance area, creating a visual plane to make the stage feel larger, and establishing a more intimate scale for smaller audiences. Carpet selection and acoustic panel placement were carefully coordinated so the space would remain visually uncluttered while functioning better for lectures, performances, and meetings. The District representative chose to retain exposed concrete in some areas, so the design team balanced that raw aesthetic against practical needs—power access in seating, aisle lighting, and sight line continuity—so the finished environment would be both durable and refined.</image:caption>

The flexibility supports solitary study as well as collaborative design work. Throughout design and planning, the Tetra Tech design team engaged students and educators to shape decisions — from the placement of collaborative zones and sightlines to technology access and storage solutions. Their feedback informed the priorities for the development of maximized multifunction space: movable walls, modular furniture, and adaptable systems that will evolve as instructional methods and technology change.</image:caption>

The project delivered replacement of incandescent fixtures with LED stage lighting, targeted audio infrastructure improvements, house and code‑required aisle lighting, an upgraded ground‑level controls/sound desk area, and motorized stage rigging and scenic track capability where program needs and safety considerations justified the investment. The track was out of level by three to three‑and‑a‑half feet, the jumping pits drained poorly, and shallow shale required excavation of large volumes of rock. Unanticipated clay deposits prompted extra geotechnical borings, and Tetra Tech adjusted the design in real time as conditions emerged. The scope called for retaining walls to reconcile grade and elevation differences and revised earthwork to create two synthetic turf fields — a renovated infield within the reconstructed Buckley‑Volo track, and an upper multipurpose field for practice and smaller events. The upper field can also be configured with portable baseball and softball layouts, increasing program flexibility.</image:caption>

Existing bleachers, plazas and concessions were retained to limit cost, while new essentials including a press box, dugouts, scoreboards, fencing and walks, were added to improve safety and function. Pole bases and conduit were designed for future implementation of field lighting so the District could avoid the expense and permitting risks of installing full pole systems immediately, and pursue lighting later in a cost‑effective manner. Minimal building improvements, such as wiring conduits for security cameras, were included to qualify the work for SED building aid without overextending the budget.</image:caption>

The deployment featured a network of canopy arrays and rooftop modules totaling approximately 15,000 solar panels. Beyond energy production, the canopies were carefully sited in parking areas and at student drop-off and pick-up locations to serve a dual purpose, generating clean electricity and providing sheltered walkways and covered parking for students, staff, and visitors.</image:caption>

A wide gate will help guide visitors to the entrance while reinforcing the historic connection. Located between two athletic fields, the culinary center and its plaza will serve as a community hub. During the day, it will function as a classroom and teaching kitchen for students. During events, it can easily transition into a gathering space and concession area, bringing athletics, learning, and district history together on one site.</image:caption>

      <image:caption>Practical challenges at Boynton included insufficient electrical capacity for the electric combination ovens, an undersized exhaust hood, and inadequate floor drainage that allowed overflow from large kettles to create slip hazards. Each seemingly straightforward equipment change had downstream impacts — trench drains disturbed buried conduits, the exhaust hood replacement required significant demolition and reframing, and electrical upgrades extended back to the building’s main panel. To manage these complexities, Tetra Tech prioritized phased design and close scheduling coordination with District staff. The engineering design team recommended upgrading electrical distribution and designed a new hood system appropriately sized for current and foreseeable equipment loads, added floor drains to capture kettle overflow, and specified equipment placements that improved workflow without requiring a full renovation. Where renovations would have been extensive, specialized foodservice consultants were engaged to refine workflow, ergonomics, and equipment selection.</image:caption>

The hangar’s tall interior (about 45 feet at the peak), oversized doors and concrete slab—originally designed for aircraft—required careful investigation and thoughtful design. Tetra Tech used ground‑penetrating radar and test pits to map slab thickness, locate voids and understand buried conditions. Those findings guided utility routing and structural decisions so work could proceed efficiently and safely. Because original construction drawings were not available, the team built a self‑supporting interior structure for occupied office spaces—a “building within a building.” This approach avoided invasive changes to the existing shell, allowed the new interior to meet current codes and performance requirements, and simplified future connections to the hangar envelope.</image:caption>

Exterior upgrades—new windows, doors and siding—brought the envelope up to modern energy and accessibility standards where work occurred. Selected HVAC, plumbing and electrical systems were upgraded for better reliability and efficiency, and a whole‑building generator was installed so operations can continue during power outages. The chosen mix prioritized higher‑performance charging to maximize vehicle uptime and simplify fleet operations. Although Level 3 chargers carry higher costs and voltage requirements, the District asked for expert guidance on ensuring predictable recharging windows, and Tetra Tech recommended and implemented faster chargers to meet that objective. A substantial portion of the work focused on electrical infrastructure and future accommodations. The team designed the underground conduit runs, distribution equipment to accommodate projected growth, and conductors so additional chargers can be connected with minimal future excavation. Phase One was prewired for three additional chargers that would support roughly five more buses, including two larger chargers that can each charge two buses. Where possible, the design leveraged excess existing solar production to offset near‑term charging loads, with options preserved to expand solar capacity in later phases.</image:caption>

A lightning protection system was designed and installed at the bus shelter and parking area to protect high‑value equipment—buses, power electronics, and chargers—from storm‑related risk. Construction coordination emphasized “dig once” principles, placing conduits and distribution where they will serve future chargers and minimizing the potential for redundant site disturbance.</image:caption>

A third‑party traffic consultant provided route and energy‑use analyses that informed charger sizing and placement and helped shape Phase One decisions.   Phase One resulted in a functional, expandable charging system that allows Queensbury UFSD to comply with current mandates and operate electric buses in daily service. After voters approved a $10 million referendum in 2017 and a groundbreaking took place in 2019, the district moved forward with a transformational project: a new 700‑seat high school auditorium.
